As a company, PDSI is large enough to provide efficiencies of scale and small enough to be able to custom-tailor the services offered to each contractor. PDSI’s extensive experience working with tow companies enhances its ability to effectively manage the range of situations that arise.

Our Team
David Emmons, Founder
With over 35 years of experience in the tow industry, Dave has been involved in every aspect of the business, including tow dispatch manager, company manager and owner for the past 20 years. His prior experience as a paramedic and 911 dispatcher gives him a unique perspective on the importance of immediate & accurate communication and service.
David works with emergency responders across all disciplines in Washington, as a certified TIM instructor through the NHTSA; training safe and effective traffic incident clearance techniques.
David is an active member of the TRAA, Washington Tow Truck Association, Association of APCO International, NENA and various Washington TIM Coalition’s.
Angela Emmons, President
Angela Emmons is the 2nd generation owner of PDSI. With 15 years experience working with tow companies and PSAPS across the country, Angela has a unique viewpoint on the issues and pressures facing first responders, including tow operators.
Angela works with emergency responders across all disciplines in Oregon, as a certified TIM instructor through the NHTSA; training safe and effective traffic incident clearance techniques.
Angela is an active member of the TRAA, Oregon Tow Truck Association, Association of APCO International, NENA and the International Public Safety Association and various Oregon TIM Coalition’s.
